Initial Safety Level at Aircraft Design and Certification Every aircraft produced by aircraft manufacturer is certified by civil aviation authority of the State of Design before it is allowed to fly. The type certification of an aircraft is an independent assessment of the design and a confirmation that it meets standards of safety called airworthiness codes that have been established over decades.
