This  evaluation tool is to help  determine whether Airworthiness Safety Oversight  System has the Six (6) Safety Attributes  of a safe system built into them. The Safety Attributes are Responsibility, Accountability, Procedures, Process Measurements, Controls and Interfaces and are defined below.
Responsiblity  Attribute - This will help determine if there is identifiable, qualified and knowledgeable person  who has responsibility for the airworthiness safety oversight element. He is answerable for the quality of the process for accomplishing the airworthiness safety oversight element. He has the duty to ensure the element is performed.
Authority Attribute - This will help determine if there is identifiable, qualified and knowledgeable person  who has accountability for the airworthiness safety oversight element. He has the authority to establish and modify the process for accomplishing the airworthiness safety oversight element. He has the duty of accomplishing the element. the Authority can be delegated.
Procedures Attribute- This will help to determine if there is a documented procedures for accomplishing the airworthiness safety oversight element. There must be a Chapter in the Handbook  that describes the procedures and a Checklist to use.
Controls Attribute - This will help determine if controls are designed into the procedures for the airworthiness safety oversight element to ensure procedures are followed to achieve desired result (e.g. Manager's review on  completed checklist).
Process Measurement  Attribute-  This will help to determine if there is internal evaluation function to detect, identify and eliminate or control deficiencies related to the airworthiness safety oversight element.
Interfaces Attribute - This will help determine if interactions of DAWS with other directorates are built into the documented procedures associated with the airworthiness safety oversight element. (e.g procedures indicated that MEL must be jointly reviewed by DAWS and DOT). Where interfaces exist in an element, are the procedures written in enough detail to preclude a breakdown or discontinuity in the activity.

Responsible officers are required to  use this tool to evaluate the airworthiness safety oversight element they are responsible for  to determine the level of compliance with the Six (6) Safety Attributes of a Safe System. 
You are to review the procedures and mark  X if there is a particular Safety Attribute present and quote the document where it will be found or location within the manual system (TGM) . Mark O if there is no particular Safety Attribute present and make recommendation.
